james, they can't do that save in limited circumstances, and certainly not on a buy it now AFTER the item has been paid for.... go check it out.
molly has had her tea and gone out again; i'm waiting for this garden design person that partner has organised to arrive.....and for said ebay vendor to provide an explanation....

EBay can arbitrate a dispute, but it does take a long time. I had a problem with an item advertised as "new" that showed up as a "refurbished." The vendor was really nasty and said, "go ahead, report me." So I did. Eventually, I got a full refund. It was a pain, though.
Hard to figure what might have happened to the item after you paid for it. Maybe someone stole it? My mind can imagine all kinds of things.
Have fun with the garden design. Around here it's kind of "nature takes its natural course." *G*
